If you don't want to change the whole picture, just certain areas you need thedodge tool to make areas lighter and the burn tool to make areas darker.
Zoom in on the area you want to change using the magnifying glass.
Before you start, right click on the word Background in layers on the right and chose Duplicate Layer - OK - this stops you changing the original photo.
Chose the Dodge Tool from the left tool bar. The options bar now changes. Chose the size brush you want. Now drag it over the area you want to make lighter and it will gradually lighten.
The burn tool will make pixels darker click on the dodge tool for a little bit longer and the burn tool option will appear. click on it. Rub over where you want it darker.
When you have finisher, double click on the hand to see the whole picture.
